Sacramento Youth, Parks, & Community Enrichment Strategic Plan

Reeling from a 40% budget reduction and staffing cuts during the recession, Sacramento needed a strategic planning process to streamline services and help staff identify priorities, vision and core services.

Sacramento is highly diverse, with more than 3,400 acres of parks at 227 sites. The City manages and maintains thousands of recreation facilities and provides programs and events for residents of different ages, ethnicities, abilities, interests and incomes.

Using our questionnaire, interviews and an interactive workshop, City leaders, partners, stakeholders and Department staff together confirmed a new direction for the Department, in a new strategic plan: Diverse, Dynamic, Together: 2018-2023 YPCE Strategic Plan.

That precipitated an immediate re-organization as the Department of Youth, Parks & Community Enrichment (YPCE). It also realigned the Department’s investment priorities, organizational structure, and communication about the value of park and recreation services. Strengthened by new performance measures, the Plan provides guidance to improve youth services, park development and renovation, collaboration, partnerships, staff management, and the function and implementation of the YPCE’s four essential functions: youth, parks, recreation and community enrichment.
