City at your Fingertips

This is not some musty, dusty General Plan sitting on a bookshelf. This is a City at your fingertips. Hayward’s 2040 General Plan is web-based, fully searchable and interactive with a key word search function and topical queries. You can review each element and policies, and find FAQs based on who you are (resident, business owner, developer) or your interest (such as sustainability). It reflects the City’s modern new branding and serves as the foundation for the General Plan Annual Report.

Faced with 21st century challenges like sustainability, climate change and ongoing ‘town-gown’ relations with Cal State East Bay, the City’s General Plan Update required innovative planning solutions and creative engagement strategies. In addition to the seven mandatory elements required by California law, Hayward added five elements that reflect the City’s opportunities: economic development, community safety, public facilities and services, education and lifelong learning, and community health and quality of life. MIG also prepared the accompanying Environmental Impact Report (EIR).

Extensive outreach and engagement established the guiding vision for the General Plan and substantially influenced the formation of its goals, policies and implementation programs. Hayward2040.org became a community discussion forum and idea-generation tool. And the ePlan is now “living” online.

Together the General Plan and EIR establish a clear strategy for the City to meet or exceed State and regional air quality, greenhouse gas, affordable housing and transportation requirements while enhancing community benefits such as community health, and maintaining quality of life.

The website won a 2017 Top Planning Website award from Planetizen.
